SUPERIOR Court Associate Judge Joseph N. Camacho imposed a $25,000 cash bail on John Roman Lisua who is accused of sexually assaulting a 9-year-old minor.
Lisua, 38, is charged with sexual abuse of a minor in the first degree, assault and battery, and disturbing the peace.
At a bail hearing on Monday, Lisua was represented by Chief Public Defender Douglas Hartig. While Assistant Attorney General Frances Demapan appeared for the government.
According to court documents, on June 22, a woman and a 9-year-old child went to the Department of Public Safety’s main office in Susupe to file a complaint and report an incident involving Lisua.
The woman told police that Lisua sexually abused the child in April, but the woman only found out about it on the day they filed the complaint.
Following a forensic interview with the Division of Youth Services on June 27, investigators learned that the sexual abuse incident happened on April 19.
The minor said Lisua removed her blanket and pants and started sexually abusing her in a bedroom. She had spent the night at Lisua’s house for an occasion.
The minor said she clearly saw the person’s face — Lisua.
She said Lisua only stopped when she turned over and would not turn back even though he was forcing her to.
After the bail hearing, the defendant was remanded to the custody of the Department of Corrections and was ordered to return to court on July 10, for a preliminary hearing, and on July 24, for an arraignment before Presiding Judge Roberto Naraja.
