The man was cited for reckless driving and failure to clear the road while the minor who was also treated for minor injuries was cited for negligence.
Bureau of Public Safety Director Norvert H. Yano said that the crash incident involving the man happened at the Airai Causeway on Sunday morning.
The man was driving a vehicle and was about to make a left turn when it hit another car in front of the Crocodile farm.
The driver of the other vehicle was not injured and did not press charge against the man but the Police officer cited him for reckless driving and failure to clear the road.
The incident involving the minor happened at the intersection of Ngermid.
The 17-year-old driver was racing when he lost control of the car and slammed into the wall.
The car was stuck between the retaining wall and a telephone pole.
The minor was rushed to the hospital and was treated for minor injuries.
He was cited for negligence.
