The Ombudsman work is to investigate maladministration of government services and resolve disputes that can arise from it.
“Governmental agencies benefits from having improper services brought to their attention so that their service delivery methods can be improved. Citizens benefit from having an office through which to air their complaints about their services and having an independent investigator to help investigate the situation that led to the grievance and suggest a joint resolution,” Senate Bill No. 7-280 said.It added that the Ombudsman shall also give recommendations on agency actions, and to provide for conciliation services between the agencies and affected citizens.The proposed bill wants the office to function as an independent governmental agency .The Chief Ombudsman will be appointed by the president and will need the advise and consent of the Senate.Under the measure the Ombudsman will be appointed to the position to a term of five years.The measure also said that the Chief Ombudsman shall not be actively involved in political party activities, of shall be a candidate for or hold or any other elective or appointive public office.The Chief Ombudsman shall not also be involved in any business that will affect the performance of his duties.The responsibility of the Ombudsman will be to receive grievances regarding improper administration of services, programs and activities provided by the government and its agencies.The Chief Ombudsman will also review the merits of each grievance and will seek to resolve and assist in the resolution of the grievances.The Chief will also investigate the complaints.The measure also noted that the Chief will receive a salary equal to the Special Prosecutor.
