Haser Hainrick, FSM National Public Auditor and team leader for the APIPA Peer Review Team, Annes Leben, team member and Pohnpei State Public Auditor and Charles W. Hester, Technical Consultant, APIPA Peer Review Team, in their letter to Acting Public Auditor Saturnino Tewid said that the OPA is suitably designed to provide reasonable assurance of compliance with Government Auditing Standards for audits and attestation engagements during the period of June 1, 2005 through December 31, 2007.
The Auditors said that OPA was in full compliance with government auditing standards for the period reviewed.The Auditors said full compliance is the highest of three possible ratings issued in an external quality control review.The Auditors from APIPA said it was privilege working with acting Public Auditor Tewid and his staff who were all cooperative and helpful to the team and exemplified the highest standards of the auditing profession.Tewid said it’s always been a good practice when someone came to review their works to give them opportunity to improve their system.The APIPA auditors came in July to review the OPA for standard policy and procedures for period June 1, 2005 through December 31, 2007.The Auditors followed the standards and guidelines contained in the Peer Review Guide published in July 2006 in conducting the review.The Auditors reviewed the Internal Quality control system of the audit organization and tests were conducted in order to determine if the internal quality control system operated to provide reasonable assurance of compliance with Government Auditing Standards issued by the Comptroller General of the United States.The Auditors also made several suggestions and recommendations to enhance OPA’s demonstrated adherence to government auditing standards.Tewid said they have reservations on some of the suggestions but will implement majority of the recommendations such as management representations, quality control assurance, audit reports and financial audit reviews.The next review of the OPA will be in 2010.
