In a letter to Senate President Mlib Tmetuchl and Speaker Mlib Tmetuchl, Toribiong expressed concern about the provision banning smoking within 20 feet from any wall, window or exit of an establishment.
The president said a lot of tourists smoke, and such a prohibition may have a negative impact on tourism.
Toribiong said hotels and restaurants should be given the authority to designate smoking areas.
The tobacco bill, authored by Delegates Kalistus Ngirturong, Jerry Nabeyama and Wayne Andrew, was passed by the House of Delegates last year.
The bill was then passed by the Senate and transmitted to Toribiong on Jan. 28.
The tobacco bill prohibits a person from distributing, exporting, importing or manufacture of tobacco without a valid license issued by the Ministry of Finance.
The bill does not allow tobacco advertising, promotion and sponsorship. The sale of tobacco from vending machine is also prohibited.
