Protester arrested for indecent exposure

SHANGUO Zhang, a homeless Chinese national, was arrested for indecent exposure Wednesday morning after protesting naked at the Marina Heights Business Park in Puerto Rico.

Department of Public Safety spokesman Dre Pangelinan said Zhang “was arrested at 7:44 a.m. for indecent exposure by the MH2 building intersection in Puerto Rico.”

After his arrest, Zhang was transferred to the Department of Corrections “where he is being detained,” Pangelinan added.

Zhang had been holding daily protest actions against the Chinese Communist Party, and is seeking refugee status.

He arrived on Saipan on Dec. 12, 2018 on a tourist visa and has a pending U.S. immigration case.

On June 29 and 30, 2020, Zhang was arrested for creating a disturbance and breaking the glass door at the governor’s office.

In 2021, Zhang pled guilty to spray-painting a police K-9 vehicle parked at the Department of Public Safety central office and was sentenced to serve three months.

In February 2022, after a bench trial, Zhang was found guilty of vandalism.

Later, Zhang, representing himself, sued law enforcement officers in connection with his arrests, but the federal court dismissed the complaint.
