The regulation stemmed out from RPPL 7-24 which places responsibility for differing aspects of the national beverage container recycling program on two ministries of the national government.
Under the new regulation, “each person, business, sole proprietorship, non-profit organization, corporation, or partnership that imported more than 48 filled or empty deposit beverage containers during the period Jan. 1, 2007 through Dec. 1, 2007.The regulation also stated that filled deposit beverage containers may only be brought into Palau by way of an official port of entry.Under the regulation, the consignee shall pay ($0.10) fee per container to the National Treasury via Custom personnel.The two ministries assigned to be responsible for the regulation will put up redemption centers to accept recyclable deposit beverage containers and to provide a mechanism to pay five cents ($0.05) per container refund to the person who redeemed such containers.Under the regulation, the initial redemption center shall receive $50,000 of the recycling fund to allow for initial fee refunds and expenses.The regulation said that the redemption center will ensure that the deposit beverage containers received will be physically removed from Palau, beyond the outer border of the Exclusive Economic Zone.
