Resolution No. 7-10-15R, D1 stated that the majority of the chiefs from Choll County have expressed their dissent to the construction of a typhoon shelter located at Ked Obichang through their petition.
The place, the resolution said is considered a sacred site with profound diachronic and sanctified valuation to the people of Choll county.It added that there are identified alternative sites within the residential area of Choll County that are suitable for a typhoon shelter Ngaraard State.The place is not a suitable site to build a typhoon shelter for Ngaraard State due to its location situated on a top of the hill and most vulnerable for strong typhoon in any direction.The resolution said that the Ked Ra Obichang is classified as Ngaraard State Public Land and was never endorsed by Olbetibel with proper legislation as a site to construct the typhoon shelter for Ngaraard State.The chiefs and citizens were not fully consulted on the important plan and no effort was taken to involve the chiefs on the development of this project.The is a two months time table to resolve the issue according to the resolution
