Rechebei was born on November 23, 1950 in Koror. He attended Maris Stella Elementary School and Mindszenty High School and graduated with a Bachelor of Arts degree in Social Science from the University of Guam.
Upon returning to Palau, the former senator was employed as Director of Palau Shelter Care Program for juveniles. After which he served as Clerk of the Supreme Court, a post he held until his election to the Senate.
In 1984, Rechebei was elected to the Senate of the Second Olbiil Era Kelulau representing the Second Senatorial District. During his term, he served as a member of the Senate Committees on Judiciary and Governmental Affairs, Health, Education, Welfare and Foreign Affairs.
From 1998 to 2006, Rechebei worked as Director of State and Cultural Affairs for Koror State Government. Throughout his career, he was a dedicated and committed public servant.
