Senate panel OKs CUC board nomination

THE Senate Committee on Executive Appointments and Government Investigations has recommended the confirmation of Donald Browne who was appointed by Gov. Ralph DLG Torres to the Commonwealth Utilities Corp.’s board of directors.

Browne is the former Imperial Pacific International interim chief executive officer and senior vice president for security and surveillance.

Chaired by Sen. Frank Q. Cruz, the committee in its report cited Browne’s time in IPI when “he has seen a lot of issues that can…be put forward to the CUC board for discussion and action as they are critical [issues] that the board must look into when an investment is forthcoming to any of the three senatorial districts.”

The committee also noted that Browne has “an impressive résumé and holds extensive experience in operations and development, and most especially having financial background which would serve the board well….”

In addition, the committee believes he would be of assistance in satisfying the stipulated orders in terms of the financial standing of CUC. “It is with great hopes that the appointee addresses the matters associated with the stipulated orders as soon as possible if confirmed.”

CUC board chair Miranda V. Manglona, in her written comment to the committee, said: “Although I have not had the pleasure of meeting or knowing the nominee personally, I am in support of his nomination.” She said the lack of board members has “caused a paralysis that has rendered the board unable to act on numerous and important matters that require the board’s attention.”

Manglona said she believes Browne would be a positive addition to the CUC board, adding that she looks forward to working with him.

Based on pertinent documents and testimonies, the committee said it concludes that the appointment of Browne is in accordance with the law. Therefore, the committee said it consents to the confirmation of Browne to represent Saipan on the CUC board.

The other members of the EAGI committee are Sen. Victor B. Hocog, Sen. Karl King-Nabors, Senate Vice President Justo S. Quitugua and Senate Floor Leader Vinnie F. Sablan.
