Toribiong granted Antonio Borja, a commutation of sentence placing him under a work release program allowing him to be out of jail from 6 a.m. to 6 p.m.
Borja was earlier convicted of illegal fishing and fishing using scuba.According to the order of commutation, Borja will not be released to participate in the work release program until he has secured full time employment and need to pay the fines imposed on him.The order was signed Sept. 18, 2009 and will become effective as soon as Borja accepted it.Kwajelien Ngirmang’s sentence meanwhile was also commuted and he will be released from incarceration and his unsuspended term of imprisonment reduced to time served.He was convicted of assault and battery with a dangerous weapon charges.The order said that upon release from jail, Ngirmang will be placed on probation for the suspended portion of his term of imprisonment.Kokichi Ngiraingas meanwhile was granted full and complete pardon.Ngiraingas already spent time in jail for his sentence for the charges of trafficking marijuana.
