Ogumoro lashes out at critics

“They should be charged with insubordination,” Ogumoro said, when asked by the Variety yesterday to comment on the latest complaint filed against him.

“They don’t know how to respect authority,” he added.

Lupe Blas Repeki, a clerk at the department’s fiscal affairs section, filed the complaint accusing Ogumoro of favoring his step-daughter, Connie Lyn Manglona Iglecias, in getting a federally funded position — driver’s license technician I — at the  Bureau of Motor Vehicles.

Iglecias is the  daughter of Police Officer Katherine Manglona, Ogumoro’s common-law wife.

Repeki said Ogumoro failed to follow CNMI government employment equal opportunity policy, particularly the competitive selection process.

“Ogumoro in his current capacity as [DPS] acting commissioner…had issued an order to initiate the processing of a request for personnel action for…Iglecias to make her status as an employee of [BMV] permanent,” Repeki’s complaint stated.

In a separate grievance complaint, Rose C. Dela Cruz, the department’s administrative officer, said she was told by Capt. Lawrence Camacho to process a personnel document as instructed by Ogumoro for the extension of the provisional employment of Iglecias for another 90 days.

Sgt. James C. Deleon Guerrero earlier filed a complaint against Ogumoro for non-compliance with the CNMI Personnel Service System Rules and Regulations.

Deleon Guerrero also accused Ogumoro of harassment, abuse of authority and creating a hostile work environment.
