The personnel action for Camacho, who will be sworn in next month, was signed on Nov. 24 — a day after the gubernatorial runoff and two weeks after he won one of two seats for Precinct 4 where he ran as an Independent candidate.
The personnel action was stamped and dated Nov. 25 by the Department of Finance.
The contract was signed by LB Director Glenna SP. Reyes and House legal counsel Joey San Nicolas.
Asked for comment, Reyes said Camacho “has been with the Legislative Bureau since December 2002 to the present time. Upon his candidacy certification by the Commonwealth Election Commission, he was placed on extended leave of absence as required by law. Mr. Camacho’s contract was subsequently renewed in November, after the election for which he was successfully elected to office. It is important to note that Mr. Camacho is not a seating member of the 16th House of Representatives. He is a member-elect of the 17th Northern Marianas Commonwealth Legislature and will be sworn into office on Jan. 11, 2010. Therefore, until January 2010, Mr. Camacho remains an employee of the Legislative Bureau.”
She added, “Article II, Section II of the NMI Constitution prohibits members of the legislature from serving in any other government position. The NMI Constitution also prohibits the bureau from employing personal staff of the members of the Legislature. Therefore, the bureau does not hire lawmakers while serving a term nor does the bureau hire personal employees of lawmakers.”
Camacho is the brother of outgoing House Floor Leader Joseph N. Camacho, R-Saipan.
According to the documents, Rep.-elect Camacho’s employment with the LB began on Nov. 24, 2009.
