Foreign workers are exempted from the new fee which was implemented last Nov. 1 and is only collected from tourists.
The Executive Branch however said this causes a long line at the airport and to avoid confusion a uniform fee should be collected for all non-Palauan passport holders.
He will also recommend that the departure fee for Palauan citizens will be increased from $10 to $20.
Toribiong will also suggest that the amount collected from the Green fee goes to the health care needs of the country.
According to the law, $15 collected from the new departure tax will go to the Protected Areas Network funds.
