DEAR Attorney General Edward Manibusan:
I am writing to formally seek your assistance and guidance regarding a serious matter involving Ms. Melinda Villaneuva, whose recent behavior has raised significant concerns for public safety and community well-being.
On June 6, 2025, Ms. Villaneuva contacted the Saipan Mayor’s Office by phone, demanding immediate services and threatening violent action if her requests were not fulfilled. During this call, she explicitly stated, that she would kill everyone, referring to my office staff. Due to the seriousness of this threat, our office immediately contacted the Department of Public Safety to report the incident. A police report was subsequently filed.
This alarming threat, combined with her increasingly hostile and erratic behavior on social media and in other public forums, warrants urgent attention. While we are taking all necessary steps to ensure the safety of municipal staff and the public, I believe it is equally important to consider whether Ms. Villaneuva may be in need of mental health evaluation and intervention. Her actions suggest the possibility of deeper underlying issues that may require professional assistance.
It is our duty to protect our community and at the same time act with compassion and due process when individuals may be experiencing a mental health crisis. Your office’s support and intervention are crucial at this juncture to prevent any escalation and ensure safety for all involved.
