Senate seeks public comments on bill changing scholarship criteria

The Saipan Republican is referring to Senate President Paul A. Manglona’s Senate Bill 17-07 which seeks to set the criteria for the honor scholarship program based on the student’s grade point average, SAT or ACT scores.

The bill also seeks to consider the applicants’ extra-curricular activities, difficulty of courses to take and letters of recommendations to qualify for honor scholarships.

“The Legislature finds that the formula by which applicants for the CNMI honor scholarships are ranked according to their grade point average and SAT or ACT scores needs to be clarified so that an applicant’s ranking reflects more accurately his

GPA and test score,” reads the findings of Manglona’s bill.

The bill which would repeal and re-enact the law governing the honor scholarship program puts the responsibility on the scholarship board in carrying out the proposed changes.

The idea is to rank the applicants based on the combination of factors that were identified in the bill and then weigh them by percentage using a new formula.

Reyes said his office , which can be contacted at 664-8868, will provide copies of the bill to any interested person.

“The committee would appreciate receiving your testimony on or before Monday, March 22, 2010,” said Reyes.
