He has introduced Bill 397, which, if enacted into law, will restrict the use of mobile phones while operating a vehicle. The bill will also provide for public education requirements on such restrictions.
Current Guam law only prohibits texting while driving.
Violators will face fines of no less than $100 for a first offense, no less than $500 for repeat offenses, and, if the violation is a contributing factor to a traffic accident, a fine of no less than $1,000, along with the possible suspension of driving privileges.
There are 110,000 registered vehicles on Guam — 75 percent of which are privately owned, and the remaining 25 percent which consists of commercial vehicles such as cargo trucks, buses and taxis.
