Acting Gov. Eloy Inos and Supreme Court Justice Miguel Demapan jointly signed the proclamation yesterday in the Supreme Court courtroom.
“Parole is something that has helped me, and continues to help not only myself, but other parolees as well,” Pascual Deleon Guerrero said during the ceremony.
Parole officers, he added, “help us when we fall, and they want to see us succeed. I hope and pray that parole continues and that it receives support it needs to help us parolees. Parole has definitely helped me become a productive member of our society, a better person.”
Inos and Demapan thanked parole and probation officers and commended them for taking care of victims , making offenders accountable, and ensuring the safety of the community.
Speaker Eli Cabrera and Vice Speaker Felicidad Ogumoro joined other legislators, Saipan Mayor Donald Flores, Judge Perry Inos, Department of Community and Cultural Affairs Secretary Melvin Faisao and other officials in witnessing the proclamation signing.
The judiciary’s public information and administrative officer Jim Stowell served as master of ceremony.
Faisao delivered the welcoming remarks, Father Jesse Reyes led the opening prayer, Jennifer Tanaka read the proclamation while Parole Officer Lianna Peter gave the closing remarks.
Pascual Deleon Guerrero, then 21, was sentenced in 2007 to 10 years for sexual abuse of a minor in the second degree, all suspended except for three years. He was in a relationship with the minor.
He was paroled in 2009 after serving one year in jail.
