Mayor Donald G. Flores earlier requested for $40,000 for utilities.
Flores said his office has four sites in Chalan Kanoa, the Sugar King Estate, Lower Base and the Tanapag Social Hall.
In 2009, the mayor’s office expenditure for utilities was $19,053 and $44,217 in 2010.
The mayor has not issued an official statement about the governor’s budget proposal.
The governor slashed the mayor’s requested budget of $1,597,079 to $90,587.
Of the $1,245,024 requested for the personnel cost of 48 full-time employees, the governor approved $756,088 which is for 38 personnel only.
Under Public Law 17-21, the FY 2011 budget, the mayor’s office is authorized 48 full-time employees.
The mayor earlier said that his office “cannot function or effectively carry out its constitutional and statutory mandate, such as stray dog control program repairs of secondary public rights-of-way, coordination of community and other public services with only 48 full-time employees.”
Other funding requests that the governor “zeroed” included $1,000 in advertising; $4,000 for dues and subscription; $1,000, licenses and fees; $2,500, printing and photocopying; $6,000, rental of office equipment; $10,000 rental of heavy equipment, $2,000, personnel training cost; $5,000, computer system and equipment; $1,000, office equipment; and $1,000, office furniture and fixtures.
The funding for professional services of $61,555 was reduced to $18,049 while the $31,500 in office expense was reduced to $2,450.
The governor reduced the total rentals from $98,000 to $57,400; travel from $25,000 to $17,500; the total “others” from $52,000 to $7,000; and total supplies from $74,000 to $51,100.
The governor did not provide a budget for total capital fixed assets despite the $10,000 requested budget by the mayor’s office.
The governor’s proposed budget is now with the Legislature, which must pass it on or before Oct. 1.
