Man arrested for sexual assault and sexual abuse of a minor

SUPERIOR Court Judge Joseph N. Camacho imposed a $50,000 cash bail on Raymond C. Villagomez, who is accused of sexually assaulting two women and a minor between February and December 2024.

Villagomez, 32, was charged with sexual assault in the second degree, sexual abuse of a minor in the second degree, and disturbing the peace.

At a bail hearing on Monday, Villagomez appeared in the custody of the Department of Corrections and was represented by Assistant Public Defender Emily Thomsen, while Chief Prosecutor Chester Hinds appeared for the government.

After the hearing, Judge Camacho remanded Villagomez to the custody of Corrections and ordered him to return for a preliminary hearing on April 30 at 9 a.m. and for an arraignment on May 5 at 9 a.m.

According to the complaint against Villagomez, on March 24, 2025, a woman from the U.S. mainland called the Department of Public Safety reporting a sexual assault and sexual abuse of a minor case involving her sibling and cousins.

The call prompted the DPS-Special Victims Investigation Unit to conduct an investigation into the allegations and interviewed witnesses.

One of the women told the police that the incident happened on Feb. 18, 2024 at a hotel where her family was renting rooms for a three-day vacation. 

She said she woke up with Villagomez inappropriately touching her. She said she jolted up and sat with her back against the wall, feeling shocked, disgusted, and violated. She said she stared him down. She also told her mother about the incident, and her mother told her father. She said that as they were packing to leave, her parents decided to talk to Villagomez. She said Villagomez cried and apologized to them.

The other woman told the police that she was then 17 years old when Villagomez touched her inappropriately while she was washing her hands at a sink at their house. She said this incident happened in May/June 2024.

She told investigators about another incident in September-October 2024 after a family gathering at a beach. She said her mother told her to get her eyeglasses in their truck. She said that when she opened the passenger door, she felt someone behind her, pressing against her with force. She said she saw Villagomez with his eyes closed. She pushed him back and told her mother what happened.

The minor told investigators that she never talked about the incident to anyone else because Villagomez told her that nobody would believe her.

She said Villagomez inappropriately touched her at least six times — once at a hotel while she was swimming in the pool, and the other instances at her residence.

According to the minor, the most recent incident happened in Nov.-Dec. 2024. She said she smacked Villagomez’s hands and yelled at him to stop. He then smiled and walked away, she added.

The minor’s mother told police that the family held a meeting on March 22, 2025, and Villagomez was confronted about these incidents.

The minor said Villagomez apologized to everyone while saying, “I’m sorry, I know I’m a predator and I really need help. I’m really sorry.”

But the minor victim said she believed that Villagomez was insincere because he was smiling.
