THE Bureau of Environmental and Coastal Quality is investigating a complaint about the illegal dumping of trash and construction debris in San Vicente, its program managers said on Wednesday.
BECQ Site Assessment and Remediation Program manager Joshua Santos and Solid Waste Management manager Greg Reyes provided Variety with an update on the complaint filed by businessman Jung Ja Kim, who asked the agency to investigate the illegal dumping of trash and debris on his 1.4-hectare property in San Vicente.
According to Kim, an unknown individual broke into his property on Sept. 22, 2025, and dumped a large pile of garbage and construction debris. He provided BECQ with photographs of the refuse, which included receipts belonging to Hanon Investment dba Treasure Island and ICE 2 CU International.
In an interview on Wednesday, Santos said an employee of Kim’s company, So-In Corporation, told him that the intruder had broken the chain used to secure the property. Although the employee reported the matter to the Department of Public Safety, Santos said he will visit the site and conduct his own investigation today.
He said once he verifies that the trash and debris do not belong to Kim or his company, it would constitute illegal dumping.
The presence of the trash and construction debris was first brought to Kim’s attention when Reyes and his staff, Goddy Taitingfong, visited the property in response to an anonymous call. Reyes said about 10 cubic yards of trash were dumped on Kim’s property.
Because the complaint involved solid waste management, Reyes said his office was required to respond to the anonymous report and take action. Kim’s employees are currently cleaning the area. Because Kim requested 90 days to complete the cleanup, BECQ continues to monitor the progress.
As Perdido dumping
Regarding the illegal dumping incident in As Perdido, the video of which went viral earlier this week, Santos said the company involved cleaned the area on Wednesday morning, and BECQ issued a warning.
The video, taken by a resident, shows a white pickup truck with the company name SuperTech Services printed on its doors, dumping refuse along a grassy area off an unpaved road in As Perdido.
Santos said that upon seeing the video, he immediately called SuperTech Services. The company’s manager went to BECQ and, in the presence of Administrator Floyd Masga, promised to remove the trash right away.
In his initial investigation, Santos said the manager was unaware that the employee he had assigned to clean his house dumped the trash at the site.
“The trash consisted of mixed construction debris, pieces of lumber, plastic, and household waste,” Santos said. “The manager explained that he had asked one of his employees to clean up his house. He did not know about the illegal dumping until this morning.”
