The university town initiative of EUCON: Pioneering a transformative higher education hub in the Pacific

These factors position EUCON IU ideally to serve as a bridge for global education, particularly for students from Asia, including China.

The signing of a memorandum of understanding with Hebei Oriental Institute marks a significant milestone in this plan. Represented by Daniel Xu, dean of the Bachelor of Business of Golf Management at EUCON International University, and Zhu Baogui, vice president of Hebei Oriental Institute, the agreement establishes formal cooperation in areas such as faculty exchanges, student mobility, joint internship programs, and pathways for degree enhancement. This partnership initially focuses on leisure sports and golf management — fields where both institutions share strong alignment — while opening the door to broader collaboration across multiple disciplines in the future.

“This MOU with Hebei Oriental Institute is just the beginning,” said Daniel Xu. “Hebei Oriental Institute has an enrollment of approximately 30,000 students, with its golf-related departments alone comprising around 2,000 students, which lays a solid foundation for our cooperation. According to preliminary estimates, Hebei Oriental Institute plans to recommend 100-200 students to EUCON annually. Both sides will send visiting scholars, conduct high-level exchanges, and hold international academic conferences and forums.  Meanwhile, EUCON will actively engage with other departments at Hebei Oriental Institute to establish diverse collaborative channels, assisting more of its students in pursuing studies on Saipan. Our shared commitment to practical, high- quality education creates immense potential for mutual benefit. Through such systematic partnership programs welcoming more Chinese and Asian students, we will accelerate the realization of EUCON’s ‘University City’ vision — building a university with a scale of over 10,000 students.”

The university city plan envisions EUCON International University expanding to serve over 10,000 students, evolving from its current focus on programs in biblical studies, education, business, and specialized fields like golf management into a comprehensive, multidisciplinary campus. Strategic international collaborations will drive enrollment growth, enabling infrastructure development, new academic buildings, research facilities, and vibrant student communities.

Through partnerships with universities in China and beyond, EUCON IU will attract talented students seeking American-accredited degrees in a supportive, multicultural setting. This influx will not only enrich academic diversity but also catalyze broader economic impacts for CNMI:

• Investment attraction: Enhanced educational infrastructure and a growing international student population will draw capital for campus expansion, housing, technology, and related services.

• Tourism boost: Prospective students, families, alumni networks, and academic visitors will increase visitor arrivals, supporting local hospitality and eco-tourism.

• Business and finance opportunities: A thriving university ecosystem will foster entrepreneurship, innovation hubs (including concepts like a “Eucon Silicon Valley Park”), and financial services tailored to international education.

By positioning CNMI as the Pacific’s higher education hub, EUCON International University aims to create a sustainable model of cross-border cooperation that benefits students, partner institutions, and the local community alike. Future collaborations will expand to additional disciplines, including business, technology, health sciences, and more, building on the momentum from this inaugural partnership.
