Governor, USDA Rural Development strengthen partnership to advance NMI development priorities

(Office of the CNMI Governor) — Gov. David M. Apatang reaffirmed the Commonwealth’s strategic partnership with USDA Rural Development to leverage federal programs supporting the CNMI’s priority needs in energy, agriculture, infrastructure, and economic development.

“This collaboration is essential to strengthening the CNMI’s long-term sustainability,” said Governor Apatang. “By aligning federal resources with our strategic priorities, we can modernize infrastructure, expand economic opportunity, and support resilient communities.”

Joseph M. Diego Jr., area director for USDA Rural Development, emphasized the agency’s commitment to working with the governor’s office and the Office of Grants Management to effectively align federal resources with the Commonwealth’s needs.

Recent discussions in Guam focused on advancing congressionally directed spending projects, including solar PV integration installations for the Commonwealth Healthcare Corporation (Phase III) and the Department of Corrections. Funding through the Department of the Interior and the Community Project Fund is expected to help offset high utility costs and improve long-term operational efficiency.

The meeting also included follow-up on CDS funding for the As Gonno Homestead subdivision, with USDA recommending additional grant or loan opportunities to complete utility infrastructure. Other discussions highlighted agricultural support, energy cost reduction through solar initiatives, feasibility studies for future funding, and targeted grant assistance for Rota Municipality in response to Typhoon Marwar.

Governor Apatang added, “We must remain proactive in securing federal resources to support our residents and government agencies.”

This partnership underscores a shared commitment to strengthening the CNMI’s economic resilience, improving quality of life, and advancing sustainable development.
