CNMI SLDS team engages in national workshops

(PSS) — The CNMI Statewide Longitudinal Data System or SLDS Program participated in two workshops that provided valuable insights and strategies that will further enhance its commitment to meaningful decision-making and effective data governance.

These workshops also enriched the program’s understanding of best practices in data management and equipped it with the tools necessary for decision-making processes.

Organized by the SLDS State Support Team, one of the workshops convened representatives from nine states and territories to share strategies, tools, and best practices for enhancing SLDS engagement with stakeholders.

The workshop titled “Applying Strategies and Planning Tools for Effective SLDS Engagement” was held on Jan. 14-15, 2025 in New Orleans, Louisiana.

Representing the CNMI were key members of the P20W (preschool to workforce) Data Governance network: Tracy Norita, secretary of Finance; Eugene Tebuteb, Department of Labor’s director of employment services; the Public School System’s Geralyn Dela Cruz, data governance manager; and Jeaniffer Cubangbang, PSS-SLDS technical manager. Their participation emphasized the CNMI’s ongoing commitment to fostering cross-agency collaboration and leveraging data for educational and workforce improvements.

The workshop provided participants with interactive, hands-on sessions designed to deepen their understanding of stakeholder engagement strategies. Topics included techniques for effectively communicating data insights, building trust with stakeholders, and aligning SLDS goals with broader organizational priorities. Participants also explored case studies from other States, exchanging solutions to challenges in navigating the complexities of data system engagement.

“This is one of the best workshops I’ve ever attended. It was relevant and targeted specifically to engagement. I’ve learned how SLDS can transform our fiscal policies for the CNMI,” said Secretary Norita.

Director Tebuteb added, “This workshop was a game-changer, providing us with powerful strategies to turn data into transformative action that will shape the CNMI’s future.”

Following the workshop, the CNMI delegation presented its key takeaways during the January meeting of the P20W Data Governance Committee.

Their presentation included practical strategies for engaging stakeholders, fostering inter-agency collaboration, and developing sustainable practices for data-driven decision-making. These insights will inform the CNMI’s ongoing efforts to strengthen the P20W Data Governance Program and drive positive outcomes across the islands’ educational and workforce ecosystems.

Phoenix, Arizona

On Dec. 4-7, 2024, CNMI representatives participated in the 2024 ACTE CareerTech Vision Conference held in Phoenix, Arizona. The event convened thousands of educators, administrators, and industry leaders to explore innovations in career and technical education or CTE.

Representing the CNMI’s P20W (preschool to workforce) Data Governance Program were Stephen Sablan, network administrator, Northern Marianas Technical Institute; Eugene Tebuteb, director of employment services, CNMI Department of Labor; Jesse Tenorio, state infrastructure technology director, PSS; and Geralyn Dela Cruz, data governance manager, PSS. Their attendance reflected the CNMI SLDS Program’s dedication to leveraging national insights and best practices to inform local strategies and improve outcomes for students and stakeholders.

The conference provided opportunities for professional learning, including sessions focused on aligning educational programs with workforce demands, using data to improve CTE program effectiveness, and ensuring equitable access to career pathways. The CNMI delegation attended a variety of workshops and networking events, gathering actionable strategies to enhance the alignment of CTE with local workforce needs.

Jesse Tenorio said the conference highlighted the importance of collaboration in achieving systemic change. “This experience reaffirmed the power of partnerships. The CNMI’s participation at the national level ensures that our work remains at the forefront of innovation in career readiness and education,” Tenorio said.

Upon their return, the CNMI team shared key takeaways from the conference during a presentation to the P20W Data Governance Committee. These insights included strategies for aligning CTE programs with labor market needs, using data to track student outcomes, and scaling effective practices to benefit all students and stakeholders.
