CUC to offer CFO position to ‘Applicant No. 2’

FOLLOWING an executive or closed-door session on Thursday morning, Commonwealth Utilities Corporation board member Simon Sanchez made a motion to authorize the CUC chair to make an offer to “Applicant No. 2” for the position of chief financial officer with an annual salary of $145,000 plus standard benefits, and relocation expenses.

The board unanimously approved the motion.

CUC board chair Janice Tenorio said if the applicant, who is from off-island, accepts the offer, “she will also get $10,000 for relocation expenses.”

She said they first offered the CFO’s position to another applicant, “but the applicant rescinded.”

With the job offer to “Applicant No. 2,” Tenorio said they are “happy to announce that we have fulfilled the federal stipulated order — this has been long overdue.”

She said the applicant’s name will be announced once the applicant accepts the offer.

“She is a certified public accountant and has a background in utilities,” Tenorio said. “Applicant No. 2 is from the island of Guam, and she wants to be close … to home,” she added.

The public will be informed immediately once the applicant accepts the offer, Tenorio added.

The previous CUC CFO was Greg Cruz, who was hired in April 2019 and whose contract expired on May 21, 2023. CUC wanted to renew his contract, but Cruz declined for family reasons. He is a former CFO of the Guam Waterworks Authority. 

Antonio Castro served as CUC’s CFO prior to Cruz. When Castro left, Corina L. Magofna, now a senator, served as acting CFO. 

In late 2023, Rodolfo Urbano, a U.S. certified public accountant, served as acting CUC CFO until June 2024.

Besides Sanchez and Tenorio, the CUC board members present at the special board meeting were Donald Browne, Rebecca White, Francisco Rabauliman, Valerie Atalig and Rufo Mafnas.
