Teen files complaint vs CPA

A TEEN-AGER filed a complaint with the police after his driver’s license was confiscated by a booth attendant of the Commonwealth Ports Authority for failing to pay parking fee at the Charlie Dock terminal on Saturday.

Billy Joe Apatang Camacho, 18, filed a theft by unlawful taking or disposition complaint against CPA after learning from the police that the agency has no authority to seize his driver’s license.

Camacho said he parked his car at Charlie Dock at 9 a.m. and went to Managaha. When he came back at 2 p.m., the attendant at the toll booth charged him $7.50 for parking fee.

Camacho said he was not aware that there was a parking fee at the terminal, adding that he did not have any money.

He explained to the attendant that he would borrow money from his sister at the Quarantine Office. The attendant asked him to surrender his driver’s license and instructed him to pick it up when he pays the terminal fee.

Camacho later came back to the toll booth with his sister, but the attendant was no longer there and was replaced by another employee.

Camacho’s sister told the new attendant that she would “take care of the fee” later. She was then given a promissory slip to fill out.

The sister asked for her brother’s driver’s license, but the attendant informed her that the first attendant specifically told him not to release the license because it would be turned over to the main office.

After further discussions, the attendant gave back Camacho’s driver’s license and a receipt.

Camacho’s sister went back to her office and called the police. A police officer informed her it was illegal for CPA to seize a driver’s license.
