GPD: Man allegedly found with meth after motorcycle chase

HAGÅTÑA (The Guam Daily Post) — A man on pretrial release in an alleged rape reported in April 2023 is facing new charges after allegedly being found with meth after leading police officers on a high-speed chase.

Jarine Kamo Paulino was arrested on Thursday by Guam Police Department officers after he was seen speeding on a green motorcycle in Sinajana.

According to a magistrate’s complaint filed in the Superior Court of Guam, officers saw Paulino, who was wearing a white long-sleeved shirt, black pants and a black helmet, had no rear license plate. The officers executed a U-turn and began following Paulino. The patrol car’s speedometer was at 55 mph when the officers attempted to pull over the motorcycle.

However, rather than pull over, Paulino allegedly looked over his shoulder at the patrol car before running a red light at the intersection of Route 4 and Dero Road. Paulino then continued to disobey the cruiser’s lights and sirens, swerved through traffic, and almost collided with another car at the intersection of Route 4 and Route 10 in Chalan Pago.

According to the complaint, Paulino drove south, but due to heavy traffic he allegedly drove onto the oncoming lane and almost collided with more vehicles, which is when police lost sight of Paulino and decided to terminate the search as Paulino approached the Pago Bay bridge.

The officers then heard over the Guam Police radio that Paulino had crashed his motorcycle near the guard post of the Pago Bay Resort and fled on foot. The officers then met with a security guard of the resort, who said Paulino was limping after the crash and climbed into the northern end of the compound.

The complaint stated the officers continued their search of the compound. They found a black helmet on the ground, then found Paulino lying face up “within heavy vegetation.”

Paulino was subsequently asked to turn onto his stomach and place his hands behind his back, but he allegedly refused and attempted to run. One of the officers, however, grabbed Paulino’s shirt and a struggle ensued as Paulino tried to escape. According to police, it took two attempts with a Taser to subdue Paulino.

Paulino then allegedly stated, “OK, OK, you guys caught me,” according to the complaint.

When officers looked for Paulino’s identification, they found a resealable baggy in Paulino’s right front pants pocket which had 1.30 grams of methamphetamine, the complaint stated.

Paulino was charged with possession of a Schedule II controlled substance as a third-degree felony, eluding a police officer and resisting arrest as misdemeanors and reckless driving as a petty misdemeanor.

Active case

In April 2023, Paulino was charged with third- and fourth-degree criminal sexual conduct accusations after a 28-year-old woman told police Paulino raped her while she was sleeping.

According to court documents, the woman allegedly fell asleep and woke up to Paulino touching her private parts. The woman pushed Paulino away, before Paulino apologized and the woman fell asleep again. The woman again woke up only to find her pants were taken off while she was sleeping and by her side with Paulino behind her.

The Office of the Attorney General criminal history background report confirmed Paulino’s April 2023 case remained active in the Superior Court of Guam and that Paulino was charged last week.
