Convict’s probation revoked for refusing drug treatment program

HAGÅTÑA (The Guam Daily Post) — A man will spend three additional years in prison for not participating in drug treatment.

On Friday, the Office of the Attorney General announced in a press release- Shawn Michael Blas Santos’ probation was revoked in a 2019 felony case stemming from a burglary to Mama Tita’s Bakery in Sånta Rita-Sumai and two other thefts also reported in 2019.

Two years later, in 2021, Santos pleaded guilty to attempted theft as a third-degree felony and two counts of criminal trespass as a misdemeanor before Superior Court of Guam Judge Arthur Barcinas.

According to Santos’ plea agreement, he was sentenced to five years in prison with all but three years suspended and placed on probation for three years. Additionally, Santos agreed to enroll and complete drug treatment with the Adult Drug Court.

According to the AG’s office press release, Santos violated the terms of his plea agreement by not engaging in drug treatment, which resulted in Barcinas revoking Santos’ probation on Jan. 8.

In light of the revocation, the OAG applauded Barcinas’ decision, which highlighted the facts that Santos did not engage in drug treatment and was charged again with a new felony case in September 2022. Santos also failed to remain in contact with his probation officer.

The AG’s office further said the decision “sends the strong message to meth addicts that ‘second chances’ will not be given.”

“The people of Guam and crime victims are the foremost party that needs protection from thieves who have meth addiction problems. The courts are crucial to sending a strong deterrent message throughout this community to keep us and our loved ones safe,” the release stated.

Incidents

In December 2019, Santos was accused of taking a bag from the victim’s car and taking multiple identification cards, Post files state.

Video surveillance also showed a person walking in and out of the bakery, appearing to be watching the victim. He then grabbed a bag on a chair inside the kitchen and flees, court documents state.

The theft at the bakery was the second incident reported to the Guam Police Department in which Santos was identified as the suspect.

On Aug. 27, 2019, a woman arrived at her home in Hågat to find Santos holding her brushcutter before he dropped it and ran off, documents state.

The woman told officers that she noticed her sliding door was open, and her phone was missing.

She then posted photos of Santos on Facebook, where others had identified him, documents state. The woman followed up with GPD on Nov. 5, 2019, informing officers that she often saw the suspect around the village and frequenting a certain apartment building.

Santos was also implicated in a third incident on Dec. 13, 2019.

A man told police he noticed Santos outside his home.

Santos drove off after the victim went outside to find out what he wanted, documents state. Video surveillance captured the incident. The man told officers Santos’ license plate number, after which police pulled him over and arrested him, documents state.
