HAGÅTÑA (The Guam Daily Post) — Lawyers for the Office of the Attorney General and Donna Lawrence, a former assistant attorney general, still hadn’t submitted a case management statement as of their first status call with the Civil Service Commission on Jan. 10, and had agreed to meet and then proceed with a continued status call on Jan. 17.
Lawrence was terminated from the OAG on Dec. 12, 2023, over allegations that she engaged in discourteous treatment against other employees, as well as other misconduct. Lawrence and her lawyer, Jacqueline Terlaje, argue that there were various defects throughout the termination process and have appealed the adverse action at the CSC.
Lawrence also filed grievance appeals against the OAG at the CSC, asking the commission to find that Attorney General Douglas Moylan violated personnel rules and local law by allegedly subjecting her to harassment and retaliatory conduct.
She also asked the CSC to order Moylan to direct Deputy AG Frank Gumataotao to refrain immediately from “any further” harassment and retaliatory or threatening conduct and for Gumataotao to obtain employee training on workplace violence, in addition to other requests.
Lawrence has accused Gumataotao of interfering with or harassing her as she attempted to proceed with the grievance process.
One of the alleged incidents that led to Lawrence’s termination involved her attempts to proceed with a grievance.
According to her termination papers, she allegedly demanded that an employee other than a receptionist receive her grievance, despite knowing that documents addressed to the Administration Division shall be received and processed by the reception window. Lawrence allegedly recorded her interactions with the reception employees, making them feel uncomfortable.
Another case, which reportedly occurred in August 2023, involved Lawrence allegedly hugging and kissing another employee on the neck without consent.
