The introduction of the bill is a result of legislative findings that clearly indicate that the cost of bring PPUC power to remote customers, as mandated by law, is far too high for individual customers to bear. Further, development of Babeldaob has been restricted to areas close to the power lines; as such that properties isolated from main residential areas are often left undeveloped as a result of the high cost of establishing connections to the main power grid.The bill maintains that PPUC should bear all cost of bringing power to remote and isolated areas. However, if the cost of bring power to a particular area is above $50K, the customer is obligate mandate to foot the costs. However, PPUC will be required to absorb all the cost of bringing power to isolated areas if such costs fall below 50K.HOD has learned that the cost of providing power to isolated areas has prevented many Palauan citizens from apply for power.The bill was passed the following day on its first reading. It is believed that the people of Palau will greatly benefit form the this bill to amend the current law.
