At the bail hearing on Thursday, Superior Court Associate Judge Wesley Bogdan also remanded the 28-year-old Rota resident to the custody of the Department of Corrections.
Pangelinan is charged with sexual abuse of a minor in the second degree.
Assistant Attorney General Erin Toolan appeared for the government while Assistant Public Defender Jean Nogues was appointed by the court to represent Pangelinan.
The government said the victim is a neighbor of Pangelinan on Rota.
Police said an employee of Dr. Rita Hocog Inos Jr./Sr. High School reported to the Department of Public Safety the sexual contact between Pangelinan and the girl.
Investigators stated that Pangelinan communicated with the female minor through social media.
Pangelinan also told the minor to conceal their relationship from the girl’s parents, police said.
On Oct. 6, 2019 in Sinapalo, Rota, Pangelinan and the minor spent some time walking around before entering an abandoned house where they had sex, police said.
They added that Pangelinan has admitted that he had sexual contact with the minor.
