THE Board of Education intends to offer the commissioner of education’s job to Lawrence F. Camacho, Ed.D.
The BOE is the policy and governing body of the Public School System.
For more than two months now, Special Education Program Director Donna M. Flores has been the interim commissioner of education. The BOE appointed Flores to the post on September 2 following the resignation of former Commissioner Alfred B. Ada, Ed.D. due to health reasons.
In a statement on Monday, BOE Chairman Antonio Borja said, “We intend to offer Dr. Camacho the position and enter into negotiation in regards to the commissioner of education contract.”
Camacho is the current dean of enrollment management and student success, and of student/classroom experience at the University of Guam.
He obtained his doctorate in educational leadership and management from Drexel University in Philadelphia. He earned his Master of Arts in higher education administration from the University of Louisville; his Master of Military Arts and Science in military history from the U.S. Army Command and General Staff College; and Master of Arts in leadership and liberal studies from Duquesne University in Pittsburgh. He received his Bachelor of Science degree in public administration from the University of Guam.
BOE Chairman Borja at the same time praised Interim Commissioner of Education Flores for her “unparalleled and unprecedented commitment to our PSS family.”
“Director Flores stepped up and showed steady and consistent leadership at a time when PSS is facing unprecedented challenges. I personally applaud her for working hard during this period in the absence of a permanent commissioner of education,” Borja said.
As director of PSS Special Education, Flores oversees the single largest program of the school district. The program accounts for about 11% of the overall student population, and its personnel represents 21% of PSS’s total workforce.
In addition, the Special Education Program administers one of the school district’s largest federal grants: the Individuals with Disabilities Education Act Part B Formula Grants, which assist states and school districts in providing a free appropriate education in the least restrictive environment for children with disabilities, ages 3 through 21.
