The PHSP provides educational service to children between the age of 3 and 5. Prior to the beginning every school, Family Service Workers (FSW), do home visits to identify children who are eligible for the program and to assist parents in preparing necessary documents for potential students for registration and enrolment in one of the 13 centers.
Due federal mandates, the program is limited to only 509 students. Further, there may be children left out of the program because of they lives in areas too remote from the centers or that the program has reached its mandated capacity.According to an FSW, all of the children in Palau are eligible to register and enroll in the program. However, not all of the children live within the proximity of the centers, which often times deprives them of the opportunity to be considered students of the program. Additionally, when the maximum number of students allowable is reached, other potential students will not be placed.“The children are not forgotten,” the FSW said. “We diligently keep a list of potential students within the communities throughout Palau; and the list us updated on every visit we make to the communities – from the north to south of Palau.”Moreover, the parents of potential students are contacted whenever there is space in a center closest to them. The public is asked to be mindful of the our youngest students who will begin their first day of classes today.
