DPS-DETF operation results in arrest of drug dealer

SUPERIOR Court Associate Judge Joseph N. Camacho has imposed a $100,000 cash bail on Yongqiang Qiu at a bail hearing on Friday.

Qiu, 34, was charged with trafficking of a controlled substance.

Following a “buy-walk” operation conducted by the Department of Public Safety-Drug Enforcement Task Force in April 2022, Qiu was identified by informers as a drug dealer selling methamphetamine, and as a close associate of another drug dealer, Jian Guang Zhang, also known as “Fat Brother.”

Qiu was identified as the operator of a gray sedan that was used during a buy-walk operation conducted by DPS-DETF during which a cooperating source purchased 0.7 gram of methamphetamine.

In another DPS-DETF buy-walk operation, a cooperating defendant positively identified Qiu as the one who gave the “stash.” The informer also told DETF agents that it was not “Fat Brother” who dropped off the stash, but another man known as “Brother.”

The confiscated crystalline substance in Ziploc bags that was sold to cooperating defendants tested positive for methamphetamine, the agents stated. 

At the hearing on Friday, Qiu was represented by the Public Defender’s Office while Chief Prosecutor Chester Hinds appeared for the government.

After the hearing, Qiu was remanded to the custody of the Department of Corrections and was ordered to return to court for a preliminary hearing on July 8, 2022, at 9 a.m.
