Election protest filed by losing Palau candidate

According to Kotaro, some voters, including those residing on Guam, Saipan and Hawaii, were allowed to vote before Election Day.

Kotaro likewise noted that the winner of the election, Secilil Eldebechel, was the personnel director of the national government but did not resign 14 days after filing his candidacy as required by law.

Kotaro said Elbedechel should have been disqualified as a candidate.

Moreover, he said five of the six candidates did not actually reside in Ngchesar for one year before the election as required by the law.

In addition, Kotaro said the names of the candidates were misplaced on a specimen ballot that released and circulated before the election, causing confusion among voters.

“These serious irregularities endangered a great deal of confusion in Ngchesar among the citizens and voters and rendered an election with no candidate receiving the majority of votes,” Kotaro said.
