Kobari through his counsel Raynold Oilouch entered a not guilty plea to the charges of involuntary manslaughter, reckless driving, speeding and hit and run.
Assistant Attorney General Michael Copeland appeared on behalf of the government.
Kobari was also released from custody on Friday after he posted $5,000 surety bond.
Associate Justice Alexandra Foster ordered Kobari to obey all laws while on bail release and ordered him not to leave Palau without the court’s permission.
Kobari’s pre-trial conference is set for December 1 at 1:00 p.m.
Kobari, an employee of Aqua Magic dive shop was charged for hitting and running a 19-year-old woman on September 29 at Medalaii.
The victim, a student of Palau Community College and employee of Yuhi motel was on her way home and was walking towards the highway when hit by Kobari’s vehicle.
The victim landed approximately 14 feet away from the point of impact, the police affidavit submitted in court stated.
