Associate Judge David A. Wiseman also subjected Guo Zhen Hua, a.k.a. “Brother,” to several court conditions if he posts bail.
Hua was charged for one count of trafficking of a controlled substance, and one count of illegal possession of a controlled substance.
The court appointed Chief Public Defender Adam Hardwicke to represent the defendant. Assistant Attorney General Rebecca Warfield is the government prosecutor.
Wiseman set the preliminary hearing for Nov. 19 at 9 a.m., and the arraignment for Nov. 24 at 9 a.m.
In his affidavit, Detective Norman S. Rasiang stated that on Oct. 30, 2008, Associate Judge Kenneth L. Govendo signed and authorized an eavesdropping search warrant for the defendant for the purchase of methamphetamine or ice to a Department of Public Safety confidential source.
Rasiang said they conducted a briefing at a pre-arranged location with the members of the Local Drug Enforcement Task Force.
Rasiang said after the briefing, the confidential source was handed $150 marked money.
The source then placed a call to the defendant and an arrangement was made for the sale of ice. The transaction pushed through near the fence line of Hopwood Junior High School, with the defendant not knowing it was monitored by the surveillance team The team recovered a Zip lock bag containing white crystalline substance weighing .4 gross grams which later tested presumptive positive for “ice.”
Rasiang said they conducted another buy-bust operation on Nov. 10 at around 5 p.m., giving the confidential source $200 marked money.
At 5:30 p.m., the defendant arrived at the agreed location in Chalan Piao.
As soon as the transaction was completed, the surveillance team moved in on the defendant but the later managed to elude the arresting team. The defendant crossed the road and headed south.
Rasiang’s affidavit stated that the defendant, who was riding a moped, was throwing out money from his pocket into the shoulder of the road but the surveillance team finally closed in on him and arrested him.
The team recovered a Zip lock bag containing crystalline substance and the result also came out presumptive positive for ice.
On Friday, authorities have also arrested a man and his wife for ice trafficking and possession.
Zhauo Fan Zhang, 29., a.k.a. Mr. Jun., was arrested for illegal possession of a controlled substance and trafficking of a controlled substance while his 30-year-old wife, Ying Lian Yao, was detained for illegal possession of a controlled substance.
During the bail hearing, Wiseman imposed a $30,000 cash bail for Zhang and $10,000 cash bail for Yao’s temporary liberty.
Wiseman set the preliminary hearing for Nov. 17 at 9 a.m.
Rasiang filed an affidavit in court stating that Zhang sold $200 worth of ice to a confidential source on Oct. 30, 2008 in a parking lot of a restaurant in Chalan Laulau.
Rasiang said a second buy bust operation was conducted where the source was again able to buy another $200 worth of ice from Zhang in Koblerville.
He and his wife were arrested by members of the Drug Enforcement Task Force and CIB detectives last Friday at the airport road. A search on Yao resulted to the recovery of ice hidden in a newspaper in her pocket.
