Mandate

The Department of Public Lands is mandated to get the best and highest use of rent for public lands.

DPL collects base rent and a percentage of BGR, meaning DPL also collects a percentage of any revenue derived from public land and negotiate for the highest public benefit DPL can get.

The scholarship benefit is a small component of all the public benefits that DPL has negotiated over the past few years.

However, at all times, base rent, and a percentage of BGR are never compromised in lieu of public benefit.

DPL continuously shifts public benefit to directly impact the lives of people of Northern Marianas descent.
