Visiting representatives of the South Pacific Applied Geoscience Commission (SOPAC) assisted with the review of Palau’s National Disaster Plan. A significant amount of time has passed since the Plan went through final revisions in 1998 and adopted in 1999. According to Mr. Alonz Kyota, coordinator of the National Emergency Office, many years have passed as well since the National Emergency Committee has gathered together for consideration of substantive updates and to move forward on formulated recommendations for enhancement and assure preparedness in times of disasters through a Disaster Plan that is best suited for today’s circumstances. Through these continued efforts, a clear demarcation of responsibilities of the multi-tiered organization of the NEC will be outlined at each level, ensuring optimum effectiveness to deliver assistance in mitigation, preparedness, response and recovery.
The first meeting of the NEC held back in March 2009 at the Capitol was officially opened by His Excellency, President Johnson Toribiong and called to order by NEC Chairman, Vice President Kerai Mariur. This was attended by close to 30 members who reaffirmed their commitment to meet the critical need for working partnerships, agency cooperation and traditional and community participation in times of crisis for the protection of our citizens. While some agencies may have such plans available, The National Disaster Plan provides the basic and comprehensive framework with which the various disaster plans should conform.During this past week’s meeting sub-committees within the NEC gathering were tasked with a review of recommendations to be incorporated in the new National Disaster Plan. Several draft options were drawn. Through these stakeholder discussions, timetables have been agreed to and progress toward meeting developed goals will continue into the next SOPAC meeting with the NEC, tentatively scheduled for June of this year. The Vice President extends his appreciation to Mr. Mosese Sikivou, Dr. Netatua Pelesikoti and SOPAC for their generous assistance through the NEMO office and looks forward to our continuing efforts as partners toward strengthening the NEC and moving forward on improving our National Disaster Plan.
