The man, Hector Tatingal, was caught fishing in Tmecherur, an area of the Northern Reefs within Ngarchelong’s territorial waters.
According to the officers, Tatingal violated the traditional moratorium that bans nonresidents of the state from fishing in Ngarchelong’s waters without permission from the state’s traditional leaders.The officers towed Tatingal’s boat to Ollei Port and proceeded to take an inventory of the things on the vessel. The officers said Tatingal had taken at least nine giant clams of which he had discarded most parts except the meat. Tatingal threw away some of his catch — including fish that should not be taken — as his boat was towed to the port.The state’s traditional leaders met and ordered Tatingal to pay a fine of $10,000. Tatingal becomes the fourth person caught violating the state’s traditional moratorium since it was implemented about three years ago.
