Ulengchong defeated his opponents former Palau High School teacher Priscilla Subris and former House of Delegate Albert Shiro by 48 percent.
Ulengchong received total votes of 339 while Subris got 267 votes or 38 percent and Shiro got 94 votes.
The total absentee votes is 75 and Ulengchong got 52 votes while Subris got 19 and Shiro got 1.
Maria Decherong, Palau Election Commission’s Administrative Specialist in a phone interview yesterday said that none of the candidates receive 51 percent of the votes but the Commission during a board meeting yesterday decided that they will certify the result based on the Ngaraard Constitution.
Decherong said the Commission will certify the result within this week.
Decherong said there will be no runoff election and whoever is the leading will be the one to be certified as the winner.
Based on the unofficial result, the total registered voters for Ngaraard is 1,213 and only 709 went out to cast their votes on November 12.
The breakdown for Ulengchong votes are: 46 votes in the Choll Central and 29 in the Proper and 10 in the absentee votes; 47 for Elab Central and 24 for Proper and 10 in the absentee; 26 Ngebuked Central, 34 Ngebuked Proper and 13 absentee; 25 for Ulimang Central, 28 for Proper and 14 for absentee; 13 for Ngkeklau Central and 15 for Proper and 5 for absentee.
For Subris; she got 20, 22 and 4 in the Choll Central, Proper and Absentee; 23 and 3 for Elab Central and Proper; 45, 27 and 2 for Ngebuked Central, Proper and Absentee; 30, 19 and 4 for UIimang Central, Proper and Absentee; 42, 17 and 9 for Ngkeklau Central, Proper and Absentee.
Shiro got 13, 2; 8, 5; 15, 10; 17, 20; 1, 2 and 1.
For Legislature At-Large, the top five are Benjamin Iskawa with 380 votes, Sweeny Shiro with 349 votes, Tadashi Sakuma with 332 votes, Wilbert Ngirakamerang with 290 votes, Kalisto Manahane with 267.
Landing sixth is Lydia Ngirablosch with 237, followed by John Mengidab with 168 votes,Gale Ngirmidol with 158 votes, Henaro Deltang with 158 votes and Petrus Bells with 135 votes.
For Legislators in Hamlet, Isaac Bai got 87 votes while opponent Sikong Ngirakesau gt 57 votes for Choll Hamlet.
Johnson Saikemal, the sole candidate for Elab Hamlet got 78 votes while George Matsuda got 139 votes for Ngebuked Hamlet.
For Ulimang, Naito Soaladaob defeated opponents Marcus Kazu Shiro and Duane Tochi. He got 62 votes while the opponents got 41 and 52.
Jesse Edesomel the sole candidate in Ngkeklau got 93 votes.
