ANY new government hiring that will be funded by the American Recovery Plan Act will require the approval of Gov. Ralph DLG Torres.
In his memorandum to all department and activity heads, the governor said, “In order to prevent abuse and waste of ARPA funds and to ensure that the funds are used efficiently and effectively, I find it necessary to take certain measures to control expenditures of ARPA funds.”
He said effective immediately, “any new position that [any] department, office, agency or instrumentality wishes to be funded by ARPA shall be pre-approved by the governor.”
Further, all requests for employment of individuals for ARPA-funded positions “shall be pre-approved by the governor, or if designated by the governor, by the special assistant for administration.”
In his revised proposal to appropriate American Rescue Plan Act funds in July, the governor included an allocation of $6 million for the hiring of 300 temporary workers, 50 of whom will be for Rota and 50 for Tinian.
