Finance chief provides House panel with documents on government spending

COMPLYING with the subpoena duces tecum on Monday, Finance Secretary David DLG Atalig provided the House Ways and Means Committee with several documents pertaining but not limited to government expenditures.

The committee chairman, Rep. Donald Manglona, said they are now reviewing the documents, which, he added, the Finance secretary promised to provide the committee during one of the budget hearings in the lead-up to the passage of House Bill 22-116 or the fiscal year 2023 budget bill in the lower chamber. No documents were submitted at the time, prompting the committee to issue a subpoena duces tecum, Manglona said.

In his letter, the Finance secretary told Manglona that the compilation of the requested documents “was swift, thanks in large part to our team here at the Department of Finance.”

“We trust these documents adequately satisfy your colleagues’ request for information,” Atalig added.

The following are the documents he submitted to the committee:

1) American Rescue Plan Act funds status by agency or department, and type of expenses.

2) Breakdown of Federal Emergency Management Agency reimbursements for Super Typhoons Soudelor and Yutu and Typhoon Mangkhut, and the Covid-19 pandemic.

3) Pandemic total cost by fiscal year and expense categories.

4) Coronavirus Aid, Relief and Economic Security Act expenditures.

5) Travel Bucks (total number of cards issued, amount spent versus returned, associated fees for processing or issuance of cards).

6) Total costs of attorneys’ fees for the House Judiciary and Governmental Operations investigation witnesses, contracts, amount due and payments made.

7) Total costs of attorneys’ fees for Gov. Ralph DLG Torres and the Office of the Governor, contract amounts per attorney and payments made.

8) Total cost for stimulus cards, disbursed and returned due to expiration date, associated fees for processing and issuance of cards.

9) Total cost for second distribution of stimulus cards.

10) Updated actuarial report on Settlement Fund.

11) Funding source for Medicaid local match.

12) Money owed to the Commonwealth Healthcare Corp.

13) Status of ARPA money for CHCC’s magnetic resonance imaging or MRI acquisition.

14) Total business gross revenue tax collected from all stimulus packages issued through ARPA funds.

15) Total BGRT collected from the Travel Bubble with South Korea and Japan.

16) Total amount allocated for Boost Program, list of all participating small businesses, non-profit groups, and eligibility requirements or guidelines.

17) Fund status for all revolving accounts.

18) Total funds transferred to the Public School System to date for fiscal year 2022.

19) Total funds transferred to Northern Marianas College to date for FY 2022.

20) Schedule or list of outside sourced funds.

21) Outstanding vendor payments for Super Typhoon Yutu.

22) Child tax credit payments —disbursed versus outstanding for FY 2022.

23) Total local match disbursements for the Office of Vocational Rehabilitation for FY 2022.

24) Status of single audits for FY 2020 and FY 2021.

25) ARPA funds status for NGOs (total funds allocated to assist NGOs, total amount disbursed, number of NGOs that received assistance, and level of assistance, number of applicants, number of applicants approved, number of applicants pending).

26) Fund status report and spending allocation for the Commonwealth Disaster Loan from the Marianas Public Land Trust.

27) Documents identifying funding source for the payment of 25% of retirees’ pension for the first quarter of FY 2023.

28) Casino gross revenue tax fund status as of July 31, 2022.
