“I referred it to the Legislature to review again. I am about to sign the bill but then there were some technical matters on the bill that is need to be changed. ” Adachi said in an interview.
The Legislative Bill 9-14 amending the Koror State Public Law No. K8-207-2009 was introduced by Legislator Augusto Ngirmang , chairman of Committee of Ways and Means.
The bill was passed by the members of the Ninth KSL and transmitted to the Governor’s office for approval into law.
Under the definition of “resident alien” any person who is not a citizen of Palau but who resides in Palau for at least 90 days as evidenced by a work permit, residential lease for a dwelling or any other proof that such person will actually remain in Palau as a resident rather than remaining in the Island under an entry stamp on a passport shall pay for and obtain a valid photo identification card from Koror State Government.
The fee shall be $25 for each photo identification card and each applicant shall provide one passport size photo at the time of applying for an identification card (IC).
This IC shall be carried at all time while in the Rock Islands.
Adachi said there were some amendments of the bill that will affect the fee.
The governor said that the measure needs to be reviewed again before he can sign it into law.
Meanwhile the proposed measure increasing the compensation payable to the members of the Koror State Public Lands Authority (KSPLA) Board of Trustees and the members of the Koror Planning Commission (KPC) to $50 from $35 was signed by Adachi.
Adachi, however said he simply referred it back to the KSL to change the effective date to January 2010.
“I signed it into law. Our budget can sustain the increase. I only referred it back to the KSL asking to change the effective date.”
The Legislative Bill No. 9-12, LD1 amending the Koror State Public Law No. K6-120-2001 was introduced by Legislator Ngirmang.
The original effective date of the bill was on June 1.
