The letter has been forwarded to the office of Aimeliik State Gov. Leilani Reklai and Ngarchelong State Gov. Browny Salvador on April 19, 2010.
The letter stated that the governors were given until May 30, 2010 to respond. Failure to do so the Koror State Government (KSG) will strictly implement the law prohibiting state voters of
Aimeliik and Ngarchelong from fishing within the territorial waters of Koror; to enter in the Koror State. Selectively enforce KSPLA’s lease amnesty for residents of Koror and deny eligibility to all lessees who are voters of Ngarchelong and Aimeliik; prohibit Ngarchelong and Aimeliik state voters from applying for any lease in Koror and the law would then impose the new fine of $500 for each offender and will take effect by July 2010.
Under the Bul anyone will be caught fishing within the territorial waters of Aimeliik and Ngarchelong will be sanctioned.
In an interview, Gov. Adachi said that it’s clearly discriminatory and not fair for the people of Koror the traditional sanctions being implemented by the two states.
“Koror never imposed any sanction similar to what they have done. So we are simply informing them to please see, review and reconsider your Bul, if not we will come up with our law.” Adachi said.
Adachi, however, stressed that the law is limited only to the two states and not all states.
“We agreed to use the voting registry. If you are not a register voter in Koror and you are from Ngarchelong and Aimeliik you cannot fish. But if you are registered voter in Koror regardless of your state you can fish.” he said.
