
A 51-year-old woman is facing charges of promoting major or minor prison contraband after being caught on Department of Corrections surveillance footage handing a green leafy substance to an inmate in a visitation room on Sept. 10, 2025.
Superior Court Judge Joseph N. Camacho set a $20,000 cash bail for Evangeline M. Sablan, who appeared in the custody of the Department of Corrections at a bail hearing on Friday.
According to the complaint, the Department of Public Safety dispatched officers to Corrections on Sept. 10 after contraband was reported on an inmate. Corrections Sgt. Leo Galarse said he found three small Ziploc packages containing a green leafy substance, which later tested positive for marijuana.
Corrections officers reviewed surveillance footage from the same day and identified Sablan, wearing a green blouse and dark-colored pants, entering the contact visitation room. The footage showed her approaching an inmate, hugging him, reaching into her pants, and handing him an item before sitting down.
Galarse then conducted a strip search of the inmate after visitation. He reported that the inmate produced two taped Ziploc baggies containing a green leafy substance from his mouth and handed them to him. The inmate was still holding another item in his right hand, which he then surrendered — another Ziploc baggie containing the same substance.
After the bail hearing, Judge Camacho remanded Sablan to custody and ordered her to return to court for a preliminary hearing on Sept. 29 at 2:30 p.m. and an arraignment on Oct. 27 at 9 a.m.
Assistant Attorney General Heather Barcinas appeared for the government. A defense attorney will be appointed to represent Sablan after the Public Defender’s Office cited a conflict during the court proceedings.
