During yesterday’s bail hearing, Associate Judge David A. Wiseman imposed a $1,000 bail on six of the defendants, 10 percent of which will be in cash and the remaining amount in unsecured bond.
Two of the eight defendants are ordered to post $2,000 bail, 10 percent or $200 of which will be cash and the rest in unsecured bond.
If they post bail, they will return to court when required, not leave Saipan and surrender their passports. They must stay away from Kelly’s Bar and Hollywood Bar, and provide a sketch of the locations of their houses.
Wiseman gave the defendants 24-hour temporary release to give them time to secure money for their bail, and turn in their passports before 3 p.m. today.
Chief prosecutor Kevin Lynch represented the government while Assistant Public Defender Douglas Hartig represented two defendants. Lawyers will be appointed for the other six defendants.
Wiseman set the preliminary hearing for April 6 for four of the defendants, and the other defendants were set for April 7. The arraignment will be on April 13.
Detective Christopher Leon Guerrero said in his affidavit that shortly after prostitution activity was reported in Susupe, four undercover agents entered Kelly’s Bar on the second floor of Arizona Building.
He said the agents were met by Taman Gao Yue Ying, also known as Mama San or Sheila.
The agents said Taman called the other defendants, Dan Dan Shao, Shao Hui Fang, Shao Lili and Li Chuan Hong.
Gao negotiated as to how much they would charge. The negotiations were written on a piece of paper and the “fee” was $150 to $200 for each woman.
At 10:48 p.m., the team entered Kelly’s Bar and arrested the five women for promoting prostitution, permitting prostitution and prostitution.
In a separate affidavit, Detective Katherine Manglona stated that the joint team conducted another operation the following day at Hollywood Karaoke Bar in Garapan.
Manglona said three undercover agents entered Hollywood Karaoke and met Chen Wei Juan, also known as Mama-San, who offered the undercover agents a special military discount for sex services.
Arrested on the second day of operation were He Yue Juan, Ji Shun Hua and Ding Bao Qin for prostitution, permitting prostitution and promoting prostitution.
DPS spokeswoman Lei Ogumoro said the U.S. Marshals Service and the U.S. Drug Enforcement Agency also joined the two-night operations.
Ogumoro said 12 females were arrested.
Two males were arrested for illegal possession of a controlled substance and trafficking of a controlled substance in Garapan, and another man was arrested for operating an illegal taxi in the parking lot of the Bank of Hawaii.
