No matter how we try to keep our dogs always within sight, however, they sometimes go astray. Chances are, without any form of identification, they may not be returned by those who find them and they might be gone for good. This is where the importance of a dog identification tag comes in.
Since your dog cannot speak for himself, its dog identification tag shall tell the finder where to return your lost dog.
Saipan Local Law 9-12, the “Saipan and Northern Islands Dog Control Act,” codified at 10 CMC §§ 3701-3704, authorizes the municipalities of Saipan and the Northern Islands to adopt rules and regulations for the control and licensing of dogs and to administer and enforce such rules and regulations. This municipal law requires all dog owners to register their dogs every year.
This is the first of many notices from the Saipan Mayor’s Office to inform the general public that the tagging phase of Local Law 9-12 will be implemented on May 3, 2011.

According to the law, “No person shall own or have in custody or control any dog, male or female, over the age of four months, without at all times having upon such dog a collar or harness to which shall be securely fastened a tag as provided in the regulations in this subchapter. Said tag may be issued at any time during the calendar year and may be issued for a period of twelve months. The tag shall be obtained from the Supervisor or designated office, inscribed with the letters and words “Saipan Dog Tag” and with the serial number of the tag. The tag shall be sufficient only during the period for which the tag is issued.”
The law also stated that “each application of a dog license tag shall state the age, sex, color, and breed of the dog for which the license is desired and the address of the owner.”
