COMMONWEALTH Ports Authority Board Chairman Ramon A. Tebuteb on Wednesday delegated his authority to Director Antonio B. Cabrera.
In his memorandum, Tebuteb told CPA employees and stakeholders that he would be out of the CNMI from Sept. 3, 2025, to Sept. 11, 2025, to attend the Micronesian Games Council Meeting in Nauru. Tebuteb is also the president of Northern Marianas Athletics.
During his absence, Tebuteb said Cabrera will serve as acting chairman of the CPA board.
“Your full cooperation and assistance are kindly requested as he assumes this additional responsibility,” Tebuteb said.
The CPA board vice chairman normally serves as acting chairman in the absence of the chairman. However, CPA board vice chairman Steve Mesngon submitted his courtesy resignation earlier this month to Gov. David M. Apatang, who accepted it.
In an interview, Cabrera said that while he’s acting chairman, he will need to discuss the autonomous agency’s fiscal year 2026 budget with the board’s financial affairs committee. He added that before the board acts on the budget, it must require a “justified expenditure report” and a realistic revenue projection for the next fiscal year.
