Clarification on conditional casino licenses issued to Rota Blue

(RCGC) — The Rota Casino Gaming Commission wishes to clarify recent media report regarding the issuance of casino licenses to Rota Blue Inc.

On August 1, 2025, the Commission issued conditional casino licenses to Rota Blue Inc., Ltd. for both land-based and online gaming operations. These licenses were granted subject to specific conditions and are not final approvals for operational gaming activities.

The conditions to be satisfied before final licensure include:

1) Completion of the Commission’s ongoing suitability and background investigation of the company, its officers, directors, and key partners.

2) Submission of the company’s online gaming platform(s) and related systems for review, testing, and formal approval by the Commission to ensure compliance with the Rota Casino Act of 2007, its Rules and Regulations, and applicable federal and international gaming standards.

3) Fulfillment of all outstanding regulatory compliance requirements under the Rota Casino Act of 2007 and its implementing regulations, which may include but are not limited to:

• Approval of internal control procedures and operational policies.

• Submission of AML/CFT/KYC (Anti-Money Laundering/ Counter Financing of Terrorism/Know Your Customer) compliance program.

• Proof of insurance coverage, including general liability and cyber liability policies naming RCGC as additional insured.

• Payment of all applicable license, investigation, and regulatory fees in full such as casino service provider (gaming or non-gaming providers).

• Execution of Commission-approved service provider and sub-operator agreements (if applicable).

No gaming operations — whether land-based or online — may commence until all conditions have been fully met and the RCGC has issued its final written approval for operations.

The RCGC remains steadfast in its mission to uphold the integrity, transparency, and regulatory compliance of all gaming activities within the Municipality of Rota. The Commission will continue to keep the public informed of significant developments as the licensing process progresses.

For clarity: a conditional license does not authorize immediate gaming operations. It is a preliminary status pending full compliance with all investigative, technical, and regulatory requirements.
